Qualifications

The quality and usefulness of any inspection depends upon the knowledge and experience of the person who conducts the inspection.

All of Criterium-Chipman Engineers' inspections are supervised by Professional Engineers. The P.E. license is awarded by each state and is your assurance that the engineer is knowledgeable, ethical, and accountable. Accountability is a true measure of commitment to one's profession and clients.

Syd Chipman, P.E.

SYD CHIPMAN, P.E.
Senior Professional Engineer

Syd Chipman has been owner of Criterium-Chipman Engineers since 1979. He has performed more than 6,000 home and commercial building inspections and environmental assessments.

Mr. Chipman's specialties include commercial and residential structural inspections, failure analyses, due diligence inspections, and construction loan monitoring. He also serves as an expert witness, performs FHA and HUD inspections, and conducts reserve studies.

Syd is a licensed Professional Engineer (P.E.) in North Carolina and South Carolina and has over 40 years of experience in building design, construction, and maintenance. First licensed by the state of Iowa in 1972 and examined in the field of Architectural Engineering, he has been registered to practice engineering in North Carolina since 1974. He has also earned a real estate broker's license and holds an intermediate electrician's certificate.

Syd is currently a Director and a past Vice President of the North Carolina Chapter of Community Association Institute (CAI), a member of the South Carolina Community Association Institute, a member of the National Society of Professional Engineers, and past President of the local chapter of Professional Engineers of North Carolina, and a former Governor of the state association. He is a twice-Past President of the Northwest Home Inspectors Association and a member of the North Carolina Licensed Home Inspectors Association. He is also on The Criterium Engineers Advisory Council.

In 1978, Mr. Chipman first entered private practice as a principal of an architectural and engineering design firm in Hickory, North Carolina. General Telephone Company of the Midwest and Central Telephone Company employed Mr. Chipman from 1967 to 1978. He was responsible for the planning, design and construction of telephone office buildings in Iowa, Missouri, Nebraska, Kansas, and Minnesota, then later for five years in North Carolina.

Mr. Chipman holds a 1962 Bachelor of Science degree in Mechanical Engineering from University of Missouri. He financed his education with a Navy ROTC scholarship and served four years active duty as an officer in the U.S. Marine Corps during the Vietnam War.

Paul Carswell

PAUL CARSWELL
Chief of Staff

Paul Carswell joined Criterium-Chipman Engineers to lead their manufactured housing program. He designs HUD/FHA permanent foundations and basement foundations for modular homes. He and his staff inspect existing manufactured homes for lending institutions. They also test soils for their load bearing capacities for contractors and perform moisture testing for synthetic stucco. He is experienced in pest control and is the office expert on wood destroying insects.

Mr. Carswell knows the construction, building codes and local zoning ordinances pertaining to manufactured and modular housing. Mr. Carswell participated in wind load testing of the Vector Dynamics Concrete Foundation System in Atlanta Georgia in 2002.

Mr. Carswell is a graduate of the University of North Carolina at Charlotte with a Bachelor of Science degree in Mathematics. He is a 1990 graduate of West Caldwell High School in Lenoir North Carolina and attended ROTC basic training at Fort Knox Kentucky through Kemper Military College.

Kelly W. Winkler, P.E.

KELLY W. WINKLER, P.E.
Professional Engineer

Kelly W. Winkler is a registered Professional Engineer and a licensed Home Inspector in the state of North Carolina. Kelly’s vast expertise in the construction industry is an added plus for Criterium-Chipman Engineers.

Kelly graduated magna cum laude from North Carolina State University in 1989 with a Bachelor of Science in Civil Engineering - Construction Option. In January 1990, Kelly joined the North Carolina Department of Transportation in their NCDOT Training Program. His training centered on maintenance, construction, location and surveys, bridge design and traffic engineering.

Kelly then went on to become the Division Staff Engineer in North Wilkesboro, North Carolina for one year before accepting a job with Caldwell County as their Maintenance Engineer. He was responsible for all primary and secondary road maintenance, developing and implementing secondary road construction and the maintenance program.

Kelly left Caldwell County in 2000 and accepted a job with Gateway Grading & Development, Inc. as their Project Manager/ Engineer/ Estimator. His duties included performing initial site designs and erosion control plans for design-build projects. After three years, Kelly became the Head of Estimating/Engineering for Insite Development & Design prior to his employment with Criterium Chipman Engineers.

Kelly is a member of the National Society of Professional Engineers, Professional Engineers of North Carolina and the North Carolina Licensed Home Inspector Association.

Jesus Gonzalez, P.E.

Professional Engineer

Jesus Gonzalez is a registered Professional Engineer. Jesus’ expertise in construction, design, and quality control is a plus for Criterium-Chipman Engineers.

Jesus Gonzalez is a registered Professional Engineer. Jesus’ expertise in construction, design, and quality control is a plus for Criterium-Chipman Engineers.

In 1996, Jesus emigrated from Cuba to Miami, Florida. Prior to leaving Cuba, Jesus studied industrial engineering at Instituto Superior Politecnico Jose Antonio Echeverria. Once he arrived in Miami, Jesus enrolled at the Florida International University. While attending the college, Jesus worked in the drafting department of a construction and engineering company in Miami. In 1998, Jesus graduated from Florida International University with a Bachelor of Science in Industrial and Systems Engineering.

In 1999, Jesus joined IBM’s Integrated Global Services division as a software asset manager. In 2003, Jesus moved to the IBM Integrated Supply Chain division where he was responsible for managing the computer’s hardware options.

In 2004, Jesus earned his Masters in Business Administration from North Carolina State University. In 2005, Jesus left IBM to be a Quality Assurance auditor for the Miami Dade County in the State of Florida. In this post, Jesus audited the quality assurance programs and manufacturing processes of manufacturers nationwide.

Jesus also owns and operates JG Consultants, which provides manufacturers in the Miami Dade County area general engineering services to fulfill the government requirements for Miami Dade County and the State of Florida.

Jesus obtained his North Carolina Professional Engineering License in December of 2006 and he is a member of the Professional Engineers of North Carolina.

Traci Johnson

TRACI JOHNSON
Office Manager

Traci Johnson is the office manager for Criterium-Chipman Engineers. Her duties consist of greeting the clients who telephone or visit, and schedule appointments for the Manufactured Home Division as well as the Consulting Division. She also assembles the reports for the Manufactured Home Division and works with sales and marketing for the company, as well as helping the rest of the staff do their work efficiently.

Traci graduated from South Caldwell High School in 1997. After high school she went to Caldwell Community College where she graduated with honors and received an Associates Degree in Paralegal, Software Applications, and Word Processing Clerk and graduated with honors.

Traci graduated from The New York Institute of Photography in 2006 with a Degree in Professional Photography. She has won many awards with her photos including a Merit Award from the Institute of Photography and has had a photo published as the cover page of a book.

Debra Sue Johnson

DEBRA SUE JOHNSON
Marketing Manager

Debra Sue Johnson joined Criterium-Chipman Engineers and her main duty is marketing for the Consulting Division and the Manufactured Home Division. She assists the Senior Professional as needed and also attends various Conferences and Trade Shows throughout the year.

Debra worked in the car rental industry for seven years; she was a secretary for three years at a sprinkler company, two years in a grocery deli, three years at AT&T Bell Laboratories Patent Department and four years in retail, just to name a few.

Debra is also a published author. Her first book, Letting Go of the Flesh: A New Christian’s Walk with God released in 2004 and her second book, Honeysuckles and Blood released in 2005. She is currently writing a screenplay based on her book Honeysuckles and Blood. Debra is writing the sequel to her second book and she enrolled in the Long Ridge Writer’s Group to enhance her writing career.

Dwight

DWIGHT D. LAWING, Jr.
Technician

Dwight Lawing is a field technician for Criterium-Chipman Engineers. He performs site consultations for various structural issues and helps the company’s professional engineers perform larger projects such as Property Condition Assessments, Reserve Studies, and Environmental Phase I Assessments. He prepares working drawings for design work as well.

Dwight graduated from Maiden High School in the year 2000. During his time at Maiden High he was a member of the Beta Club for three years. He was also a member of the local business club. He was awarded two scholarships for his future studies at Catawba Valley Community College.

After high school Dwight went on to study Architectural Technology at CVCC. He was a member of the local chapter of the Phi Theta Kappa honor society and graduated in the spring of 2002 with honors. In the summer of 2001 an award was given to Dwight from Dale Jarrett Inc. for a presentation model of his new office building and showroom in Hickory, NC.

Steve Oliver

Steve Oliver
Technician

Steve Oliver joined Criterium-Chipman Engineers and position is a technician. His main job is to perform the inspections for the Manufactured Home Division for FHA/HUD and Freddie Mac loans. Steve has sixteen years of experience in the construction industry, performing in numerous capacities from Project Manager to Division President and Corporate Vice President.

In 1970, Steve left the army and moved to Daytona, Florida. His background of jobs include Assistant Division Manager in Volusia County where he was promoted and transferred to Orlando as a Manager of Contracts and Purchasing. Steve moved on to become the Corporate Vice President of Centex Homes of Florida, Inc. and he stayed with them until 1989 when he decided to open his own contracting business on a part time basis.

Steve continued to work at Centex Homes until 1995 when he joined Cliff Shover Builders as their Manager where he met with homebuyers prior to start of construction.

Then The Jackie Robinson Ballpark contacted Steve for a position as their Head Sports Turf Manager where he would oversee the preparation of the ballpark and all operations prior to a Cubs game, of course Steve accepted.

During his employment at the JRB, Steve felt the urge to return to his home state of North Carolina and moved back to Rutherfordton in 2001. Prior to his move, he attended The School of Home Inspection in Atlanta, Georgia and received his certificate in 2000.

Paige Lutes Brigham

PAIGE LUTES BRIGHAM

Paige Lutes Brigham joined Criterium-Chipman Engineers and she performs inspections, produces reports and drawings for the staff’s professional engineers. She earned an Associates of Applied Science in Architectural Technology from Catawba Valley Community College in Hickory, North Carolina and has continued to pursue additional engineering education since.

In 1994, Paige began her career in construction as an assistant project manager with Moss-Marlow Building Company, a general contractor in Hickory, North Carolina, but she soon found her calling in civil engineering with Atlantic Plan Corporation. In 1997 she joined CBSA Architects to learn Computer Aided Design (CAD). After almost two years, she was again drawn to civil engineering, and she accepted a position with W.K. Dickson and Company where she aggressively expanded her knowledge of engineering and computer design from 1998 until the end of 2004. In 2005, Paige began a private practice as a contract designer and drafter catering to small architectural and engineering firms.

Paige is a skilled user of Computer Aided Design (CAD) and three-dimensional land-development modeling software, as well as a talented technical writer. Her specialties include the design of water distribution and sewer collection systems and the layout, grading, erosion and storm water control, utilities, and landscape for building sites. She served as a CAD coordinator and coauthored a CAD user’s manual of standard practice in addition to her design responsibilities while employed with W.K. Dickson and Company, and she is currently writing a marketing manual for the architecture and engineering professions.

In July 2006, Paige became a board member of the City of Hickory’s Historic Preservation Commission. The purpose of the HPC is to preserve and protect the heritage of the City through recognition of structures and landmarks that personify the history of Hickory.
